I propose we put up requirements for building factories and other military installations. This way, only military personnel can create them. After all, a resident of a planet building a droid factory of war would no doubt be questioned by the government. If anything they would most likely not allow that.

The idea is good on paper, and makes sense IC. It might be problematic from a game mechanics point of view. I mean, look at characters like Darth Keita, he doesn't actually have any kind of military rank I'm aware of, he's just the Empress's apprentice, would it stop him from producing things? It might just result in Padawan A giving 500k Credits to Master B, who will purchase it for them and transfer the proverbial deed. I'd say flesh out military installations first.

well that's the whole point. Keita has connections with the Empress so they would build a factory to use for the Empire. Keaon could make a factory for Draque and you can make a factory yourself as you are the leader of a faction. But letting a regular citizen build one would be a mistake. I can never come up with the right words through text or paper....>.>

Is there currently any regular citizens in play? Most people are in a faction, bar perhaps the mercenaries.

I agree. That's why I propose we do it before any regular citizens or low ranked characters come into play. It's called planning ahead.

I'm not so sure requirements are necessary. We have private business here that build weapons, we have private mercenary armies, why could a civilian build a factory? Putting up a requirement that says civilians can't do certain things just means we won't have anyone joining as a civilian.

Not civilians but more like low-ranked characters. A Padawan or a Private in an army.

Like Furion said, all that'll happen in that case is Padawan gives money to master to build factory, then mastor gives factory to Padawan.

All I'm saying is that if it's going to happen that the rule can be gotten around so easily, and we accept that it's fine to be fair OOC, then why have the rule at all? Just assume that if a padawan gets a factory then his master bought it for him? Not really a big deal either way.
