OK so far from what I've read what Lumina wants to put into effect reminds me a lot of V for Vendetta. If you don't know what that is go rent it and watch an amazing movie.
If the rebels make an attack or raid then the empire can easily control the media telling them to lie or spin what they have so it makes them look like terrorists. By doing this your convincing billions of people that what the rebels are doing is wrong. So people are going to want to help them. Any merc that they will want to hiring will demand a higher cost because the risk is higher if they get caught. Same with anybody providing them with clones and other products.
Now on the other hand if the rebels can do something good (like in some way saving a planet) or expose that the empire is corrupt then it will get the people thinking and they will be more willing to help. So mercs will come at a cheaper price and providers will provide more for less.
For something like this Eaon you have to realize that in a sense you've created a little universe here. It has normal people that go to work everyday, deal with the horrible boss and come home and watch the news. It doesn't matter if a memeber can provide proof that something happened. What matters is that you know the empire is going to spin anything dealing with rebels in a negative way, and you have to ask yourself that based on the event that happened will the people buy what they have been spoon fed their entire life.
As for a system that will allow this to work. Well it's pretty simple, since it's a site wide thing just add another side box. In it you could have an aproveal rate for the rebels. The higher the approvale rate the higher the discount. Something along the lines of for every 25% you get a 10% disscount or fee depending on if it's good or bad anything below 25% is a 5% fee or discount. This can't be run by a code because not every event has the some effect. One rebel saving a kid or a rebel ship rescuing stranded people, which is going to have more effect?
