The Pheonix Democracy
The Pheonix Democracy is a terrorist Cell that attacked the Sith Inquisitors in the Seventeenth Year BBY. However they lost a lot of men in their escape and were forced afterwards to Hijack a Capital Ship and flee Coruscant. They didn't go into hiding however, they quickly moved from the more populated reaches of the Galaxy to the Old CIS Capital of Raxus Prime which they took over without much issue.
At Present the Rebellion seems to just be trying to establish themselves safely, however they have not yet drafted a constitution, Ranking System, or made any new attempts to attack any other planets. It's safe to assume they seek safety, and once they know they can survive, they will handle the policy based things.

While in their precursor attacks on the Sith, the Rebellion mostly used other people to fight along side, they've also employed the use of droids captured from the Old CIS bases. Currently they've been persuing a rather aggressive campaign in the Out Rim of the Empire, however their numbers are still weak, but their will is strong.
